I'm afraid it's perhaps unlikely to make a positive ID off your description Mike. That said the county rarities committee always welcomes such submissions despite it not being an 'official' rarity. We are also here to assist in just these sort of occasions were birders cannot be sure of what they have seen and would like some dependable experienced help. IM REALLY NOT SURE ABOUT THIS. IT WAS DEFINATLY A RAPTOR, IT WAS LARGE, HAD DARK UPPER PLUMAGE AND THIS IS THE UNSURE BIT ,I THOUGHT IT HAD LIGHTER CHEST, BELLY PLUMAGE. IT WAS HIGH AND HAD SLOW GULL LIKE WING BEATS SOMETIMES GLIDING. CAN SOMEONE COMMENT ON THIS SCANTY INFO AS I WANT TO CONVINCE MYSELF IT WAS AN OSPREY BUT OUTSIDE ITS NORMAL HABITAT, REGARDS MIKE
