He had a PC console, with friends all watching the new toy. It had a visualisation headset. It flew at ~2000 feet over the moss. It landed next to my wife
Offences committed: - Warrington BC doesn't permit drones over its land - Operator must maintain direct unaided visual contact with the aircraft - ie, not using a headset - Way above the maximum altitude of 400 feet - drones >250 g must be registered with CAA (newly active regulation) - wasn't 150 feet from people - it landed just 15 feet away from Liz (and several other people) - video camera used over private land without permission
Offences have a max fine of £1,000
There are expected to be even more regulations following the Gatwick incident
Given the safety issue alone, I should probably have called 999 - as should you

I'd have asked him what he was doing August 12th, as there are some nice grouse moors in the Pennines he could fly it over to the (hopefully) inconvenience of others.
